With a return system, the base pressure is set with the engine off, but the pump running. For a GM, this pressure is usually set to 58psi (factory fuel pressure in the rail). When an engine is idling, it may be pulling 20 inHg of vacuum, which translates to roughly 10psi.
What is a good fuel pressure reading?
between 45 and 58 psi
A: Pressure requirements vary, so we recommend checking the correct fuel pressure for your specific vehicle in the manual. But, as a reference, normal fuel pump pressure is generally between 45 and 58 psi (or 3.2 to 3.4 bar).
What pressure should the fuel pressure be set at the regulator?
Optimum Pressure: It is important to rec- ognize that fuel pressure is regulated in a regulator by restricting the flow of fuel for optimum fuel flow on a carbureted vehicle you an run about 6 PSI. Injected vehicles should run about 40 PSI.

Why does my fuel pump not test 5.7?
A stuck open fuel pump check valve is the only thing I can think of that would explain my symptoms but it sure would be nice to do what should be a quick and cheap fuel pressure test before dropping $240 on a fuel pump that may not be needed.
